Howard Manuel is a native of Columbus, Ohio and currently resides in Arlington, Virginia. Born the son of two immigrants, he attended Ohio University for undergrad where he earned a degree in political science and communication. He went on to attend the Cleveland-Marshall College of Law where he earned a Juris Doctorate (J.D.) with a concentration in Civil Litigation and Alternate Dispute Resolution.
Howard has been with the Department of Veterans Affairs for eight years. After beginning his tenure as a Presidential Fellow, he has transitioned through numerous external facing roles including his current position where he advises and supports top leadership on health policy issues with a focus on modernization at the nation’s second largest civilian government agency. During his time in the Department Mr. Manuel has pushed several transformative efforts promoting increased efficiency and partnership across the enterprise.
Outside of office Howard is a devoted father and community member. Mr. Manuel has been affiliated with various organizations such as the American Bar Association, the Ohio University Alumni Association, and the Make-A-Wish Foundation. Additionally, Howard has a passion for helping the next generation and has demonstrated that through the several years he served as a youth football coach and mentor in the Arlington, Virginia area.
